Monitoring and Evaluation, commonly shortened to M&E, is one of those professional skills that many people hear about but do not fully understand.
You may see Monitoring and Evaluation Officer vacancies advertised by county governments, NGOs and development organisations. You may hear organisations talk about "M&E frameworks," "indicators," "outputs," "outcomes" and "impact." You may even see people listing M&E among their professional skills without being entirely sure what the work actually involves.
But M&E is much easier to understand than the terminology sometimes makes it sound.
At its simplest, Monitoring and Evaluation is about finding out whether a programme or project is doing what it was supposed to do, whether it is producing results and what can be learned from the experience.
That sounds straightforward.
And it is.
But it is also extremely important.
Kenya spends substantial resources on public programmes, infrastructure, healthcare, agriculture, education, youth empowerment, social protection, water, sanitation and other development initiatives.
